The successful tenderer will be required to undertake the following

duties:

(a) management and operation of the Tunnels, including:

(i) management of the Tunnels (including taking

enforcement actions under the applicable ordinances

and regulations);

(ii) control and regulation of traffic;

(iii) patrolling and security;

(iv) handling incidents occurred within the Tunnel area;

(v) recovery and removal of broken down vehicles; and

(vi) cleansing of the Tunnels;

(b) operation and maintenance of the electrical and mechanical

equipment and electronic systems of the Tunnels, including:

(i) power supply system;

(ii) lighting system;

(iii) ventilation system; and

(iv) traffic control and surveillance system;

(c) providing non-structural maintenance and repairing works

for the upkeep of the Tunnels;

(d) providing landscape services for the horticulture and

vegetation within the Tunnel Area; and

(e) selection and appointment of advertising agent(s) for

displaying advertisements at approved locations within the

Tunnel Area.

The duration of the agreement shall be six (6) years commencing on

19 May 2023 or on a date the Government of the Hong Kong Special

Administrative Region shall specify by notice.
